Is % an adjective?

Hi, I think you would say:
'Car A has an average fuel efficiency about 20% better than car B.'

In this case, the 20% works as an adjective, but how about when it works as an adverb? In which case do you use 'better 20%' ?

I would say that "20%" functions as an adverb in your example. It describes how much better; cf. "slightly better".
