Is "Also" an adverbial?

I'm completing a project for English and I am absolutely stumped on a sentence. Here it is: "Also, according to the Chief, digging near, or beneath the sacred trees was illegal as far as they were concerned, and punishable by death." Is "also" an adverbial in this sentence?
