Personally, I think that it is an error, and that the verb "is" was dropped somewhere during the publishing process (it's a small word that copy editor's tend to see even though it is not there). A copy editor is someone that is responsible for checking anything that is published for errors, typos, etc. They check articles, manuscripts - anything, actually - to see if someone has made an error.
