'Library' is a noun that you can count, so it needs an article.

However, there are some exceptions to this guideline,

eg he works at home.

A singular noun that refers to a countable object must have a determiner -- such as "a" or "the", for example -- unless it is part of an idiom. In the cases where an idiom is not involved there is no rule to tell you whether to use "a" or "the" or some other determiner. They all mean different things, and you have use the one that says what you mean. It may take some time to acquire an understanding of the meanings and uses of "a" and "the".

Some idiomatic phrases are "in school", "at school", and "at work", but there is no idiom "in library", and the word library refers to a single countable object, so it needs a determiner such as "the".
