I suppose you mean that 5 km of the highway will be widened to 10 lanes and that will ease congestion.

The original sentence is "The 5km 10-lane highway will ease traffic congestion.

I wonder if a hyphen is needed after "5km".

If you spelled 'km' out in full, you would have:

The 5-kilometer 10-lane highway..

That means no hyphen between "kilometre" amd "10", which is my question.
