Is a comma necessary in this sentence?

Hello,

I understand that if I want to omit a comma in between two adjectives, these adjectives have to be placed in a certain order before their noun, for example:

He was a handsome young man. ---> He was a young, handsome man.

However, according to a grammar workbook I've been reading through, there is supposed to be a comma in this sentence:

I got a new, blue jumper.

Do I understand it correctly that a comma is not actually necessary in the sentence above? As I understand it, when the "age adjective" comes before the "colour adjective", you may always omit the comma. Is that a general rule?
