Irrelevant Sentence?

Hi all,

There is a controversial multiple choice test question here. Author wants the testers to omit the irrelevant sentence. But I think that First and fourth sentences are both irrelevant in context. The author says only the fourth sentence is irrelevant. What do you think about this question? I need an explanation here.

Here is the question:

I- If you travel to foreign country you and you want to buy goods and services in that country.

II- An exchange is the price of in currency In terms of another currency.

III-- That rates, like other maket prices, are determined by supply and demand.

IV- Citizens suffer, because the price they have to pay for products is much higher in their own country.

V- For each currency, there is a price in every other currency and the exchange rate for a currency is determined by the intersection of the suuply and demand for that currency.
