Irrelevant sentence?

Hi there,

There is a multiple choice question in my grammar book. In this exercise, there are five sentences and we'll find the irrelevant sentence. Here is the question:

I. Caviar has held a place at the top of the Russian menus under czarist, communist, and post Soviet regimes alike.
II. Until the Russian economic crisis of 1998, even people with modest incomes could afford half a pound or so a month.
III. Caviar has always been treasured in Russia, where people believe that it provides relief from grief and despair.
IV. In Eastern Europe, caviar fetches as much as $700 a pound.
V. It is also prized for medical reasons since it contains lipids, vitamins, and albumen.
The answer key reads V. (Fifth sentence) is irrelevant. But I don't agree with the author. I think fourth sentence is irrelevant because the passage generally mentions about Russia and caviar but fourth one is about Eastern Europe. Am I wrong. What do you think?

To me, it's a poor question. I don't see any of these as clearly irrelevant.

What a peculiar question. We are given no clue as to what the writer wants to emphasize, so any of those sentences might be irrelevant to his purpose.
