Irrelevant Hippopotamus

I've long been aware of the catch-phrase response to "that's irrelevant" usually said with a funny voice of "It's not irrelevant; it's a hippopotamus".
I just googled a bit, though, and am getting absolutely no hits at all on the combinations I've tried.
Anybody know the source? (It's sounds Goons-ish.)
