Irregular verbs with two forms

Some irregular verbs have a paradigm with
two forms for the past simple and the past
participle, for ex. burn (burnt / burned)
or learn (learnt / learned).
Can we make a distinction between the use
of the two forms, or they are interchangeable?
Thank you.
