Irregular use of the "is"

Can any one share their idea on the following lines
Source: Tom Sawyer - By Mark Twain (D.Litt, Father of American literature) -- Chapter: 1

In above para why "is" used instead of "are".

Why the word "duty" used and not duties.

Thanks and Regards,

Please note that I have also corrected your questions. In the above paragraph why is "is" used instead of "are"? Twain is portraying the speech of an uneducated person.
