IPA symbols:ɔ: ɑ ɑ:

Hi, please help me.
Unfortunately, I can't tell the differences between these IPA symbols: ?:, ?, and ?:.
I was told that even Americans couldn't tell the differences, so I don't need to bother. Is it true?
If I can't tell them, something wrong will happen?

They are different, but the differences can vary with regional dialects. For me (Northern AmE):

?: as in draw, caught, bought

? as in box, socks, opt

?: as in father, noxious, revolver

I don't think any schools in USA teach IPA phonetics nor the 1986 upgrade to SAMPA. These notations use special symbols and non-English spellings (e.g., the IPA letter j stands for ~y sound in English and IPA dz stands for the "j" sound in English. Not useful. If any phonetic key is used in USA it may be the Englsish dictionary keys, but they too use special symbols. Thus phonetics is rarely
