If it was not rare that it took her less than twenty minutes to finish it, which sentence above would be better?

Not rare that it takes her less than twenty minutes but it often takes fifty minutes or so. Then which do you think is better, MM?

You have changed your terms; they are too complicated and you should recast your sentences to reflect those parameters. Otherwise, the 2 structures remain equally acceptable.
