INVOLVES DOING vs INVOLVES HAVING DONE [uds Health]

This question is taken from an official proficiency exam carried out in Turkey, UDS Health. It is clear that B works wonder here. The thing I wonder is whether C woild be possible. I also would like to learn what conditions justify the usage of "having done", if used, after an active "involve" verb?
