Today, moreover, the anti-European virus in the Conservative Party membership has spread widely – though, given the paucity of Conservative members, this has not involved a very long journey.

It's a clause, not a sentence. The virus did not have to go far because there are not many Conservative members. It doesn't make a lot of sense, though; if the virus spread widely, the journey was long. The writer was trying to be clever.
