Both are correct and natural. Personally, I am indifferent to the choice of singular or plural.

'Investments' would be a series of individual investments. 'Investment' would be the process or concept as a whole, used if you're talking about the generality of investment. I think the second version is better. The first could be better worded:

The government funded the building of a football stadium as the latest in a series of investments in the sports sector.
