Inversion?

Some surveys indicate that proposals incorporating with graphics stand 20 percent more likelihood of being approved than (A) those do without graphics (B) which have no graphics (C) do those without graphics (D) that does without graphics

People say that the answer is C

I don't know why (B) is wrong.

And how about "those without graphics do" ?

Is that also correct?
