Inversion

I find next sentence.

1. [Hardly a month goes by without another factory closing down.]

But there's a rule of inversion like the following.

2. [Little does he realize how important this meeting is.]

According to #2, Can we change the sentence #1 as following?

1-A [Hardly does a month go by without another factory closing down.]

And, if so, Can we also change the sentence #2 as following?

2-A [Little he realizes how important this meeting is.]

They can't be treated equally!

The inversion rule doesn't apply when the initial negative modifies a noun, as in hardly a month. You could also say not a month, and the same idea would apply. These do not trigger inversion because hardly a and not a modify month, not the verb of the sentence.

And, if so, Can we also change the sentence #2 as following? (No. Sentence 2 is correct.)
