Introduce the dispensation that ...

One of the reasons the effort was made to systematically destroy that culture (pagan culture),
was because the early church was seeking to introduce the dispensation that we were
in fact not in divine partnership with nature, but rather that God had given it to man to dominate nature.
Does it mean something like that they were trying to introduce a conviction/belief that there is no divine relationship between us and the nature, but that rather God has given us the right to dominate nature?

Hi I think your understanding of the sentence is fine There may be a little more to it than that, because 'dispensation' has a special meaning in some US evangelical churches, dating only from the 19th century. In effect, the right to dominate nature is the first dispensation from *** and then other dispensations are supposed to follow As said, I think your understanding is fine and, beyond that, it gets rather complex (and not something I know about).
