Intransitive or transitive

Hi,



What is the conclusion drawn from this thread?

Let me rewrite original poster's question.

The stimulus bill that passed was a thousand pages long. But we right here, Alex, are going to reduce it to a very, very short radio drama.

Is 'passed' considered an intrasitive use of the verb 'pass'?

I would appreciate it if someone could answer this.

p.s. My personal opinion is that there should be a 'be verb' right between the relative pronoun and 'passed', which means I'm not in favor of the claim that the verb here is used intransitively.
