Intransitive???

Intransitive verbs???

I think the writer meant not 'intransitive verbs' but 'transitive verbs'.

ex) James replied that he was feeling better

ex) She shouted that she was busy

No, the writer is correct. If a verb is transitive, it can typically take a noun phrase as direct object. "that he was feeling better" is a declarative content clause ('noun clause' in conventional terminology), not a noun phrase.
