Interrogative help

I tried Question: Why don't Michael's friend have much time? (or) Why did Michael's friend say, "I don't have much time"?

In this two which question is suitable here?

Context: Suppose Micheal met a friend. He asked him: How are you?

Friend replied to Michael: I don't have much time. Michael didn't understand a word.

My question: I want to ask somebody a question, What his friend actually meant.
