The boomerang is used by the Australian natives. This long, curved stick is made of wood. It is usually 1/3 to a full meter long and weighs only about 1/4 kilogram. It is so designed that proper control will cause it to return to the hands of an expert thrower.

Q) I'm not quite sure how the "so designed that" part is interpreted.
Is "that proper ... thrower" part means "so?"

In other words, the boomerang is designed in a way that proper control will cause it to return to the hands of an expert thrower.
