"In 2008 XYZ is facing new competitors that offer less expensive alternatives. The case suggests this is but one of the problems that needs attention."



How do I interpret the second part of the question? Is it grammatically correct?

The case refers to many problems and this is one of them. this is an exam (TRUE /FALSE) question that I was confused because of the way the second part is worded. Should I interpret its as

1. This is not one of the problems discussed in the case that needs attention

OR

2. This is one of the problems that is discussed in the case that needs attention
