Interpretation

The legions who quaked under the pharaoh, or the multitudes who scratched out a living from the soil of Persian kings, also experienced the world as a precarious place, served up by their social betters and delivered from on high.

The above sentence, I do not understand that " served up by their social betters and delivered from on high."

As far as I know the meaning the "serve up" is offering sometning to eat . But in this sentence I guessed that legions and multitudes, they obey socially better positioned people. Is that right?

And "delivered from on high", I understand the "on high" means the gods. And the meaning of the "deliver from" is save...Is that right?

I have no idea what is the meaning of this sentence.

This is highly metaphorical. It means life for the masses of ordinary people, who were ruled by the Persian kings or by the pharaoh, was like a meal that was served to them. They had no part in preparing/making that meal (they had little control over their lives).
