Q) I was wondering how the phrases connected with "and" are structured.
Is the structure like this?

.... and (good) at the wheeling and (good at) dealing in the Cabinet.

If so, why there's "at" in front of "the wheeling," and not in front of "dealing?"

Q2) Interpreation of "at the wheeling and dealing in the Cabinet" is not clear to me, either.
