Hi,

A Supreme Court decision forbidding the use of race in admission at public universities would almost certainly mean that it would be barred at most private ones as well under Title VI of the Civil Rights Act of 1964, which forbids racial discrimination in programs that receive federal money.

Q1) "it" refers to the use of race in admission decisions. Correct?

Q2) I don't understand the connection between the ban on the use of race in admission decisions at private universities and the forbidding of racial discrimination in programs run by federal money. Could someone explain this to me?
