interpet until a year in a contract

How would you interpret a contract that says if the agreed volume is not consumed until year 2018 , given price is not valid. Would it mean that 2018 is included in the time the volume must be consumed or does it mean it has to be consumed before 2018, e.g 31 Dec 2017 ?
