Today the Web might seem like a free-speech panacea: it has given anyone with Internet access the potential to reach a global audience. (from NYT.com)

Can I put a comma before the ptential?

The reason why a comma is omitted is the sentence is short enough to understand the meaning without a comma, right?

Can I replace 'reach' with 'reach out to'?
