Business is, in part, to blame for contributing to the institutional vacuum in the first place. In the United States, there is no longer a school system that is adequately supported by the state because businesses, increasingly, fail to pay their share of common taxes. Corporate income taxes in the United States fell from 4.1% of gdp in 1960 to just 1.5% of gdp in 2001.
