International level

Recently I've faced with the following problem. How to say correctly:

At the international level OR

At international level OR

On international level.

Maybe all three are correct, but it just depends on the context.

Not all correct. The article is required: either at the or at an international level.

At or on would both probably work, but you would need the, because you need the separate the international level from other possible levels (not sure in which area would that be though).
