Internal terminal punctuation marks

What is the rule for using terminal punction marks such as "!" and "?" inside a sentence? For example ( from Jane Austen ):

"Why do you talk of success? where is your merit?" and "A house of her own! but where is the advantage of a house of her own?"

Does modern usage find this acceptable? Or should the "where" and "but" be capitalized?
