A sentence has to contain a verb.

A sentence is a sequence of words capable of standing alone to make an assertion, ask a question, or give a command, usually consisting of a subject and a predicate containing a finite verb. A sentence doesn't 'have to' contain a verb, it just needs a meaning. If 'b' isn't a sentence for you (beacuse it can't stand on it's own), then you can't consider sentences most answers.
