what is the idiom expression for this action: when somebody does something intentionally to annoy or retaliate or get back at the other person.

Yes, they're two different things but occasionally done at the same time

Possibly you could use "aggravate"...

- Why did he criticise her dress?
- She didn't talk to him at the party last night, so he was trying to aggravate her

For something idiomatic, possibly the phrase is "up the ante". But I don't know enough about cards to be sure of this
