Hello! Those two are synonymous but there is a difference in usage. Intent is a more formal expression and often used in law. I think that you can do something with both, good or bad intents.
it is the intent of the legislature that the XYZ fund be appropriated to promote literacy (blah blah blah)
This is a polite way for the legislature to say, "we'd like you to do this, but we can't force you, but we won't be happy if you ignore this provision."
