insurance papers and health insurance



In my glove compartment I have a flashlight, my car registration, insurance papers and a copy of my health insurance.
This writer seems to see "insurance papers" different from "health insurance" but how are they different? Why does he have to have a copy of only health insurance, and actual insurance policies of other kinds of insurance he subscribes to?
