Neither could be considered incorrect. There is no difference in meaning. I think the first choice is more common when written, while we drop the s when speaking.

They both have the same meaning. The manual contains more than one instruction.

What is the difference between them? No difference is intended.

When we talk about the function of something, we commonly use a singular noun as a modifier.

eg a shoe factory, not a shoes factory

eg a coat rack, not a coat rack

eg nail polish, not nails polish

eg hand lotion, not hands lotion

eg a brain surgeon, not a brains surgeon
