I still can't understand the following sentence. Could you explain?

I have no idea. I am American. What are the next couple of sentences?

We propose that European integration may be described as a process of institutional learning, which will inevitably affective the national sysytems of innovation in Europe.

Not really, but I could guess that the writer is saying that the gradual integration of Europe via the EU will be like a school for the individual countries-- they will all learn the same way of doing things, including the process of innovation. This leads to a lessening of national individuality, which I suppose is the point.
