institution or institute ?

According to my googled results, most research organizations call themselves "institute" rather than "institution" (one famous exception is the Hoover Institution). Does anyone know the difference between the two? My friend once told me that in English speaking countries, "institution" used in colloquial English may be associated with a mental hospital, is that so?
