Instead problem

The paragraph below is from a test question. The problem I want to pose is the underlined ‘instead.’

It is also recognized that, because of communication technology, it is possible to have access to different cultures and landscapes without requiring physical mobility. Instead, virtual mobility and travel is growing in importance both as a form of recreational activity and as a means of promotion by places seeking to attract visitors. Nevertheless, the consumption of travel services cannot be separated from the social and economic relations in which they are embedded.

I know the typical usage of ‘instead’ is as follows:
? Geoff didn't study law. Instead, he decided to become an actor.
? If Jo can't attend the meeting, I could go instead.

So I think the ‘instead’ in the questioned paragraph would be better to be replaced by ‘in fact’ as the following example sentence.

? They know each other; in fact, they're close friends.
