Instead of

I would like to ask you about "how to use the word Instead of in this sentence.
Let me show you.
Mr.A shall pay tax to Gov but Mr.B has paid for him .

So, Can I say: Mr.B has paid the tax to government instead of Mr.A .
or how to say ..? please help me !
