Insofar

Is 'insofar' used properly in the following sentence:

Insofar as Vatican City has an official language, it is Italian.

?

What confuses me about the sentence is that 'insofar' means 'as far as' and I can't see how that fits in the above sentence!

The sentence means that Vatican City does not really have an official language to any great extent. Insofar means "to the degree that". To the degree that Vatican City has an official language (not a very great one) , it is Italian.
