Insisted that "real" soldiers [should not have to look at] gutless cowards afraid of battle

George Smith Patton Jr. was a much decorated four-star general in the U.S. Army, whose career came to an abrupt halt because he couldn't control his temper. During World War II, in August of 1943, Patton visited ailing and wounded soldiers in two separate army hospitals. On each visit, he publicly slapped a soldier who complained that he had lost the nerve to fight. Patton considered the men despicable and insisted that "real" soldiers should not have to look at gutless cowards afraid of battle.

This is "have to" as in "be required/obliged/forced to". Does that make it clear?
