Insist that

The teacher insisted that the students ___ their reports by Monday.

(A) turned in (B) to turn in (C) turn in (D) turning in

I think answer is A or C

Someone else has suggested the students had not turned in their reports on time, but the teachers, defending their students, insisted that the students did turn them in.

However, I expect C is the expected answer.
