(ins is plural, outs is plural, so "ins and outs" is most definitely plural)

Probably not-- 'in' and 'out' are two different things-- a compound subject, as my wife can attest. However, we would no longer have the idiomatic--

'ins and outsEOF_HEAD>' pl.n. BOF_DEF>
