How do you say:
- on the territory of this country ...
or
-in the territory ....
if we are saying about some particular event.

In/on the territory of this region there are 5 clinical centers on the issue.

Well, that is redundant, so you should change it to this:

In this region, there are five clinical centers for this issue.
