In/on the street

Hi
"A colony of cats living IN/ON the streets surrounding that famous restaurant." Which is correct?
My understanding is that BE version is "In", whereas the AE version is "ON", but note that I don' t want to underline the fact that those cats are "homeless".
So which is it?
