Is the meaning here the construction of the building will be finished sometime in 2020?

3. It will be built in August

4. It will be built on August 20

3 means the contruction of the building will be finished in August

4 means the construction of the building will be finished on August 20.

5. It will be built from August 20

5 means the contruction of the building will be finished sometime after August 20.
