Innovation

I'm confused about the word "innovation" and how it can be used. Can one say that a given "government lacks innovation," for example? Would that mean that the government is stagnant? And if a government is, in fact, innovative, would that mean that it is, in fact, progressive?

Moreover, what would an innovative artist be? One who creates original things?
