Hi~ In the following paragraph, can “the core” refer to “core goals”?

It's a writing about educational reform in system. Without any other information, it might be difficult to figure out. Yet, what do you think aobut it ?


And as for the part “initiatives that do not”, what do you think the part is connected to?

Initiatives that do not pursue and preserve the emphasis on the core ?
